Main Purpose to Start PM Kusum Scheme 2022

Three Components of PM-KUSUM Yojana

Following are the three components of PM-KUSUM Yojana

  1. Component A
    1. Workers will set up 10,000 MW of decentralized renewable energy power plants on barren land under this scheme.
    2. Farmers, cooperatives, farmer groups, panchayats, Water User Associations (WUA), and Farmer Producer Organizations will set up these grids (FPO)
    3. Power projects will be developed within a 5-kilometer radius of the substation.
  2. Component B
    1. Farmers will be assisted under this scheme to install stand-alone solar agriculture pumps worth Rs. 17.50 lakh.
    2. The pumps will have a capacity of up to 7.5 HP and will be used to replace existing diesel agriculture pumps.
    3. The capacity can be greater than 7.5 HP, but financial assistance will only be provided up to 7.5 HP.
  3. Component C
    1. This scheme aims to solarize 10 lakh grid-connected agriculture pumps, and individual farmers will be assisted in solarizing pumps that are already connected to the grid.
    2. Extra solar energy will be sold to Distribution Companies of India (DISCOMs) at a predetermined price.
    3. Farmers’ irrigation needs will be met using solar power generated.

Central Financial Assistance (CFA) or State Government Support

  1. Component A

MNRE will provide Procurement Based Incentive (PBI) to Distribution Companies of India for the first five years to purchase power from farmers or developers at 40 paise/kWh or Rs. 6.60 lakh/MW/year, whichever is less (DISCOMs).

  • Components B & C:

Finance Assistance of 30% of the benchmark cost or 30% of the tender cost, whichever is lower State Government Subsidy of 30%

The farmer will keep the remaining 40%.

Farmers in J&K, Himachal Pradesh, Uttrakhand, North Eastern States, Sikkim, Lakshadweep, and Andaman and Nicobar Islands receive 50% Central Finance Assistance, 30% State Government Subsidy, and the remaining 20% is paid by the farmer.

Things to be Implemented

  • The first step will be to implement a pilot run of Components A and C with capacities of 1000 MW and 1 lakh pumps.
  • Following the successful pilot run of Components A and C, these components will be used for increased capacity and pumps.
  • Capacity has been sanctioned to various State Government Agencies based on received demand. Under Components A and C, tender or allocation shall be performed by the concerned agency nominated by the State Governments for respective components.
